Darlington Borough Council has granted planning permission to Element 2 to build a hydrogen refuelling station - initially for heavy goods vehicles, with the potential to expand into other vehicle classes in the future – at a site inside Teesside International Airport.

The 0.78 hectare site will have two refuelling bays with a pass lane behind, one hydrogen dispenser and three reverse-in hydrogen tank storage bays. It requires installation of new entrance and exit routes onto Teesside Airport Road.

The use would be a 24-hour self-service operation. In planning documents Element 2 estimates that the station would serve 50-100 vehicles per day in the long term (from 2027 onwards), with just 5-10 in the initial demonstration phase.

The filling station does not require Hazardous Substance Consent because of the relatively small volumes of hydrogen. Element 2 said there would not be more than 1928kgs of hydrogen on site, comprising two full containers at 656kg each and eight static storage bundles at 77kg each

The location was chosen for its proximity to the A1(M) and A66. The application was made in August 2024 and amended in October 2024.
