Beverley Bell Consulting & Training has opened a new office in Westminster and confirmed the launch of a dedicated Transport Manager Hub, strengthening its in-person training capability and support offer for operators across the commercial vehicle sector.
The new base at 22 Greencoat Place, shared with organisations including CPT, SOE and the RHA, expands the firm’s ability to deliver face-to-face courses, host meetings and provide central access for clients.
“The office brings us closer to more of our clients,” Bell (pictured above) explained. “While bespoke courses at operator premises will continue, a London site gives us more options to meet people centrally, deliver in-person sessions, and provide practical support to help teams make roads safer and operations stronger.”
Founded in 2017, Beverley Bell Consulting & Training now works with hundreds of operators nationwide. Alongside consultancy services spanning compliance, governance, risk, safety, and regulatory advice, the company also delivers Transport Manager CPC, refresher and operational training programmes.
Bell used the event to reveal the first public outline of the forthcoming Hub, developed in partnership with Flagship Partners MD Pete Rushmer.
Flagship Partners is a transport safety, compliance and training consultancy based in Peterborough, specialising in fleet risk management and Transport Manager CPC delivery. Rushmer is a fleet-risk specialist and industry trainer known for his work on operator safety culture and professional development.
The new Hub will provide structured post-qualification support for transport managers and, in parallel, form the basis of a new industry association set to launch in the coming weeks. The association aims to support professional development with practical tools and peer advice and help managers keep pace with compliance, safety and operational best practice.
It will also address the long-standing lack of formal recognition for the importance of the role and give transport managers a collective voice across the commercial vehicle industry.

Rushmer said the initiative is designed to offer “psychological safety” for transport managers and their teams, allowing them to seek clarification and advice without fear of judgment. He added that while formal training provides knowledge, “the application of that knowledge in real-world operations is where support is most needed”.
Speakers highlighted that inconsistent enforcement approaches among a minority of police forces continue to cause operational challenges. The Hub is expected to offer a forum where such issues can be shared, discussed and escalated appropriately.
The firm also confirmed strategic changes to its leadership structure to support future growth.
Laura Thomas, who served as a deputy TC for Great Britain from 2017 to 2025, has been appointed director of risk & compliance. Her background as a barrister, law-firm partner and senior safety and risk executive equips her to help clients address operational and governance issues proactively, long before regulatory intervention is required.
Her arrival complements the earlier appointment of Alison Moriarty, a well-known fleet-risk specialist, who joined as MD in 2024. Moriarty now becomes director of risk & operations. She and Thomas will work jointly to expand service provision and develop the firm’s operational capability.
Bell applauded the contribution of her team, describing the company’s progress as a collective effort built from the outset. She credited the leadership group, including Moriarty, Thomas, and training partner Nick Denton, for underpinning the consistency and depth of support offered to operators.
Guests at the launch included operators, regulators and long-standing clients who have been with the company since its early years. Bell acknowledged their support, highlighting that effective compliance requires not just expert advisers but also engaged clients committed to maintaining standards.
A toast to the industry concluded the event, recognising the often-overlooked work of transport professionals and reaffirming the firm’s intention to champion transport managers at a time of rising regulatory scrutiny and operational pressure.
