Europa Worldwide Group has refuted “misleading claims by some operators” that UK exporters using Delivered Duty Paid (DDP) will lose access to Customs Procedure 42 from January next year, warning that these claims threaten to undermine UK exporters’ confidence in European trade. 

In a statement issued this week, Europa insisted its Europa Flow service, which uses Customs Procedure 42 - also known as Regime 42 - will remain “fully operational and unaffected” by upcoming legislative changes. 

It added: “Following a comprehensive review by both internal compliance specialists and external legal advisors, the company has confirmed that Europa Flow will remain fully operational without interruption.” 

Andrew Baxter (pictured), Europa Worldwide Group chief executive, said: “Messages being circulated by some within the industry are factually incorrect and add confusion to an already challenging regulatory landscape that exporters must navigate.” 

Baxter emphasised the importance of accurate industry communications: “Our commitment to customers has always been built on providing accurate, thoroughly researched information that helps them make informed decisions about their supply chains. 

“Customs procedures are already confusing enough for UK businesses, and it’s crucial that the industry provides clear, verified guidance rather than adding to existing uncertainties. Europa Flow, which was launched in 2021 applies DDP terms to road transport, removing customs complexities for SME customers and enabling a return to pre-Brexit transit times. The service now accounts for 50% of all groupage transport leaving the UK. 

Since its launch, Europa Flow operations have expanded across Ireland, Belgium and the Netherlands.

Baxter said: “We monitor all European and national legislation changes continuously. Should any future changes genuinely impact our services, we will inform customers immediately with clear, factual updates and alternative solutions. This is the standard of diligence that responsible logistics providers should maintain.”
